how much boost can a 98 1.8 motor hold reliably?

The Stage 3/ T-28 kits push 20 psi, and much more CFM than even a chipped K03.
stock boost is 7-8 psi, and much less CFM than that of a GT-25/ GT-28RS, T-28, T-03/4 all of which are large turbo options.
Do yourself a favor and pick up Maximum Boost by Corkey Bell, its a good read, and you will learn a lot about turbos and how they work on your car.

i know about turbos, but perhaps ill pick it up none the less... I know very little about the motor, those germans have quite a different way of doing things. But basicly 1.5 bar or so?

the transverse guys go a lot farther than us a4 guys. They stop for reliability's sake around 400 whp. That'd be around 350 whp for an A4. As far as boost, 2 bar or so would be a good limit. I have a 25 psi boost gauge and I've see it pegged out on a boost spike =)

Although, there was a guy on VWVortex that was making 460ish whp on his internally stock GTi.....for about 20000 miles
