UPS employee here. If you want to be safe, and really safe,
ship only one wheel per box. Use lots of padding, wrap the wheel with foam or bubble wrap. And again lots of padding, the popcorn packaging is ok but there are better there is this styrofoam that will form its self around the wheel, dont know where to get it but it is very good. Right now is peak season for UPS and they are in a hurry to get the stuff shipped there fore a bit less carefull. I shipped my 15" wheels and tires a while back it came out to lke 90 lbs per box and it was way to heavy to the box but it made it ok. Insure them for what they are worth. UPS rule is 2-4 inches of padding around the contents of the box adn they will pay for waht ever you insuded it for if it gets damaged.

Just shipped a set of winter wheels/tires from CA to CT
About as far as it gets. Ended up weighing about 38 pounds per wheel, and costing around $45 per wheel to ship UPS Ground.
As far as packaging, I see that 'teamishun' recommends some pretty heavy duty packaging. That would probably be the safest thing to do, but realistically you can get away with far less. Granted, I was just shipping 15" steel rims with winter tires, so I wasn't so worried. But here's what I did:
Cut out 16 cardboard circles that are just slightly less in diameter than the outer diameter of the tire. Then, strap two of the cardboard circles on each side of wheel. This should completely cover the wheel and most of the tire, leaving only a little exposed tire. This is okay, as the tire will provide cushioning.
It's that simple. Some people also say to put a sheet of bubble wrap under the cardboard just for extra protection. Never hurts.
Shipping this way is usually cheaper than using a big box for each wheel.
