and the car is cold. If it's warm out there is a belt squeaking sound. The howling/honking sound is almost like someone laying on a weak horn. It sounds horrible but goes away a second or so after turning off the climate control.

About 5000 miles ago the dealer attributed the squeak/squeal to the belt-pretensioner and claimed they replaced it with the newer version. Of course now it's out of warranty and the sound is back and much worse with the howling sound. Any clues as to what it might be or how much it should cost? Should the dealer have fixed this the first time, and if so, are they responsible for the repairs this time as well?
