I know, dont make sense does it?
Then again, you don't know what they had said to the passengers at the time.
My guess is they said that everything would be Ok and no one would get hurt to keep people calm.
Until of course people realized that is was a suicide mission.

Air crew are trained to relent control in a highjacking. This is because it is figured the plane
will be landed elsewhere for a ransom or something, not crashed into a building on a suicide mission. I bet dat **** is under review though.

Well, tthey told the passengers...
...that they'd be safe if they just let them do their thing. As Americans, we tend to ignore the possibility that someone would actually kill themselves for a cause, so we figure they want the plane as a negotiation tool or something.
The 4th plane people knew about the crashes into the WTC from family members they had called, and since they knew the terrorists were lying about passenger safety, they fought back.

Fear, and they didn't know they were being used as bombs. One plane did know...
and that plane never made it to it's target. If the terrorists announced their plans to all planes, the passengers would have revolted on all of them. But since the 4th plane crashed 18 minutes after the 2nd tower strike, there was plenty of time to tell those passengers that got through on cell phones.
