I have a p1559 code that will not clear. Does this mean my throttle body is toast?

Default I have a p1559 code that will not clear. Does this mean my throttle body is toast?
I'm unable to do a tba.

did you try the tba with vag com, or the key method?

Both, the tba with the vag com came up as "error"
