- maybe no damage directly, but if it impairs following vehicles visibility it could indirectly cause any amount of damage if accidents are the result. In all reality, prolly not alot of snow blows up out of your truckbed, but under the right circumstances it could cause a vehicle behind you to do some unexpected swerving, and lead to an accident.
On the way to work, I fetched up behind a semi that was, at 60 mph, slowly divesting himself of a snowbank that had accumulated on top of his trailer. It was pretty tough to see anything in either lane within a 5 carlength area behind him.
I know you aren't alone among the thousands of trucks with snow in the beds, but it may be a bit cavalier to say someone shouldn't swerve when they see snow flying off a vehicle.

...you slammed on the brakes and swerved. Not that you did anything at all wrong, mind you, actually you did the exactly appropriate thing, but, once you get involved, you're, well, involved...
Now, I would say if you just saw this idiot cause an accident, but were not involved in the swerving, slamming on the brakes, etc, then you run no risk of being, well, involved.
The drivers that did get in the accident might attribute their crackup to your actions. Are you absolutely sure they realize what actually happened, and would collaborate your story? Did they realize this was all a result of the fool with the snow covered car?
Personally, I don't put too much trust in police and insurance companies.

comes off the vehicle ahead of you - I'm just saying that if snow's dumping off your vehicle and the cars behind you react illogically or unpredictably (like swerving) and damage is done, don't be surprised if they're irritated with you

where snow isn't removed from a roof and eventually freezes. At speed, the air will cause the ice to suddenly break off in chunks that absolutely could cause body damage/break windows. If you're keeping the right distance between cars, it shouldn't be an issue, though. I suppose it'll make the tailgater think twice...

usually flat pieces of snow and ice will get lifted off the car, and go flying. Eventually gravity brings them down, but it's amazing how much hang time these sheets of ice get. I've seen sheets of ice get well over 5 seconds of air time. They can even land in traffic on the other side of the highway.
If someone doesn't clean their car off properly, and they cause an accident due to their own negligence (and that's exactly what this is), I say hold them responsible!
