If your bringing them the wheels and tires separately, that should make a difference in the price. Lift time for most shops is cost accounted out fairly carefully(or it should be). They probably can't be bothered with marketing out different pricing levels. There are so few decent shops out there, the ones who are , tend to be inundated with work and can't be bothered to price scale. One thing that effects the pricing you get in shops is the insurance they pay out. Liability and health are very high.

Stock, I wouldn't care. But if you've got flawless wheels, larger than stock, I would not trust a Wal-Mart tire "tech" to install a tire without somehow nicking or gouging the rim. Actually, I see balancing as the no-brainer of the two -- so long as they've got a "good" (Hunter?) machine.

the rimless tire mounting machine from snapon was pretty damn expensive as was the snap-on tire balancer.
the low profile tires(40 and under) are significantly more difficult to mount and you are usually dealing with a high end make or custom wheel. specialty tires include runflats and or certain vehicles equipped with tpms because resyncing the monitors with the brain in the car or changing the max-rated PSI setting requires the use of other expensive handheld computer diagnostic/frequency calibration tools
the only difference on our end might be that the shop only makes profit on the mount and balance. we charge no additional money than what we pay for the tire. we also dont charge for wheel weights. we charge 1 dollar for the valve 3 dollar disposal fee and 1.50 nj state tire tax in addition to sales tax per tire.
