You remove the complete tie rod and put it in a vise.
Move the rack all the over to that side.
As stated previously, replace inner TRE as well while everything is out. Also replace the boots.
When I replaced my TRE's it almost seemed the factory put on a lock-tite type of compound. The car had less than 100K on it at the time.
My car is a north Florida car and the suspension and all undercarriage parts are very clean. No rust at all, so that wasn't a factor.

Thanks for the reply, do I need any special tools to get the inner out? I'm stuck reusing the inners for now as none of my local shops stock them and i need to drive the car to work tommorow.

It is some sort of "lock compound" they use at the factory. I had to to remove the tie rods and then use a torch to take out the TRE (by far the easiest way in my case)...
