I noticed that my 1.8T gets a lot more boost when the temp. is about 25°F.
Last week when it hit high 30s, the engine was more noisy and really laboring it out (particularly at the high rpms).
I'm still stock and last week I really wanted to get chipped. Anyways now back to 25F and 170HP is good.
Just my $0.02.

it doesn't dial back the boost in the cold, so you really get a nice kick in the cold weather...so I've heard

And there are no drawbacks in the summer. It basically runs the summer program all year long. Normally, the ECU dials back boost when it gets colder out because the denser air doesn't require as much boost to produce the same power figures. So, in essense, the cars with this program are running 3psi more boost during the colder months. Cold air and higher boost are the best of both worlds ;^)

my car got slower as the temp dropped. I did a bunch of trouble shooting with Brett, but he couldn't figure it out. So this was the solution, and others have seen good results as well.
