I wanna go lower in the front, you think the H&R Race Spring Set would be too low?

I was told the front would be a tad higher if you get quattro springs. Mine's a FWD. Ideally I'd want the front to be a touch higher to match the rear, but it doesn't bother me as much anymore.

Doesn't understeer much, if at all. Pretty damn neutral after I firmed up the rear shocks.

It's low, but I do live in Florida and haven't had a lot of bottoming-out issues except when I do something stupid going over a speed bump. :-\

Default I bought my PSS9's from an Ebay seller...

... something like $1400 for the B7. They're a bit more expensive than that, I want to say $1500 for the B5 S4. Not sure if there's an actual B5 A4 kit.

As far as being "fully adjustable", most kits require some degree of disassembly prior to adjusting rebound/damping (Konis, KW V2) or are not adjustable (KW V1, H&R). The PSS9's can be adjusted by a dial at the bottom of the shock tube, without taking anything off the car. Somewhat a semantic difference, but having to practically disassemble your setup to adjust it means it's not too practical.

And the PSS10 looks like it's available for some cars, like the M3, Mk5 GTI/A3/TT, and 911, but I have not seen it in an A4 fitment. It looks like it has another adjustability setting (versus the 9 on the PSS9) but I'm not sure if it's a harder adjustment, softer adjustment, or something in the middle. Otherwise none of the marketing literature I've seen suggests there's a dramatic performance improvement. YMMV...

Default H&R Race + Bilstein Grooved: set to 24.25"

Driving around the Cleveland area I had no troubles, but now I'm up in Calgary and some of the roads are pretty rough, definitely too low for here. It's going in tomorrow, deciding on how high to set them. Prob mid 25.
