If one is going H&R coilover vs H&R ultra lows...
can you safely dial the normal coilover down to 2.0" or would it be recommended to get the ultra lows for space to have travel otherwise. Is there really a performance difference between the two? $100 more for ultra lows seems like a better deal because you can still ride at 2.0". Or, are the two coilovers on the scale opposite each other. like the cheaper goes from top oem sport down 2.0" and the other is 3.0" past that?

You can definitely lower the streets down 2". The ultras have much higher spring rates
are not very suitable for daily driving. If you're looking to track your car get the ultras. Either coilovers can give you the drop you're looking for, ultras will you give you the ultra slammed look if that's what you desire.
