What brand /model tire? and is it first snow in weeks...roads may have film
If not a studless snow it could be the tires or if studless just be conditions and road surface film . All seasons with a Mud & Snow rating aren't snow tires if you have those.Is there an underlying ice layer ? I have seen a bad wheel bearing affect ABS due to bearing movement interpreted by ABS module as wheel speed difference at low speeds and causing ABS activation when not needed. Could be a number of factors. Are brakes good / free . One could be locking and causing issues . Sensors OK? If rust is on a reluctor ring or you have a cracked reluctor ring it can give a sensor reading that causes ABS activation too. In deeper snow ABS activates easily . We need some more details to help you.

They are studable tires. I'm going to check all the sensors.
And it is at low speeds that it activates to easily. so but at highway sppeds there is no wheel shake how can i tell if it is a wheel bearing? Are they hard to change on this car?
