insurance question about fault
If one were involved in an accident involving no other parties, due to foul weather conditions (e.g. hitting a guardrail or pole or what not in heavy rain), would that be considered your fault, and would that raise your insurance rates?

Yep, If you strike something or something strikes you when you are driving it is
considered a collision. A car in front of me one time kicked up a piece of tailpipe that hit my hood. The insurance company rulled it a collision and told me it would make my rates go up. If I was parked and something hits the car it

Your previous driving record is what a great deal of what the rates are determined by. The accident you described is going to be put under a Other Than Collision (OTC) or comprehensive coverage and will count as an accident against you. (Everytime an insurance company pays out to an insured it is counted the same as an accident)
