Meaning, Y and W were devised with a need for a further level of granularity than Z rating provided (over 149 mph). Any tire that qualifies as Y or W is also, by default, a Z rated tire.

149+mph (formerly "unlimited")
R=radial tire (you'd be hard pressed to find a bias ply tire unless you're shopping for trucks or tractors)
17=wheel diameter
90=load factor (don't know exactly, but something close to 1900#)
W=further clarification of Z speed rating, W=168 mph, only Y is higher at 186 mph.

for a speed rating of "unlimited" or 149+, but as cars got to be considerably faster, they had to back-paddle and invent new ratings for the higher speeds, thus W and Y.
