Jammed Ignition

Anyone have a jammed ignition before?
The key goes in but only turns about 2/3 of the way on (clockwise) or off (counterclockwise).
When it is turned on it does not fully engage, all startup lights turn on but the key wont turn to the point where it engages the engine.
When turning off, the key doesnt turn all the way back (counter-clockwise), so it doesnt lock out the stearing wheel.
I put graphite powder in the ignition, but it didnt help. Anyone ever replace an ingition ($)? Or have any other ideas?

Yeah,
The key wont turn back enough to engage the locking mechanism to lock the steering wheel. I have played with the wheel and key at the same time.

anyone else have a really stiff ignition cylinder? should i just spray WD on the key and stic it in?
