They are working when they appear in court, and they do get paid when they are working.
Perhaps the question was not clear enough. In some cases (varies from state to state, county to county, and municipality to municipality) officers get paid overtime to appear in court (the incentive for the officer is obvious). There are other factors at work that also affect the ability of an officer to appear in court, such as availability of other officers to cover their patrol time, while one is out of commission in the courts.
My guess is that you're asking because you're really hoping to get out of a ticket because the officer doesn't show. Frankly, toss a coin, because there is really no way to tell until you show up in court.

If you fail to show for your court time and date, regardless if the officer is there or not, a bench warrant will be put out for your arrest for Failure to Appear. Back in Colorado people were thrown in jail even for an FTA on traffic tickets.
My advice - go and throw yourself upon the mercy of the court then go invest in a better radar detector.
