DE is business-friendly, so a LOT of companies are incorporated here. Brings in the tax bucks. Personal income is taxed on a graduated scale from about 2.2% to something over 5%. That being said, some of the bigger polluters (Motiva, General Chemical, etc) can make the air quality less than desirable at times, but we're working on that.
The state as a whole isn't doing too poorly right now with a slight budget shortfall, but the reserve fund is still around $400 million. New Castle County, the northern-most, most-populated county, is doing quite well, with a $100 million surplus. Plus they seem to like to spend money, keeping me in a job (IT contractor for over 3 years now).
My Dad, who lives just over the PA border, gets stuff delivered here all the time. No sales tax is nice.

But there are proportionally more companies here
so the tax revenue is greater than you would think. Granted, it has gone down recently due to the economy, but so has everyone elses.
