The procedure I listed is in fact for programming new remotes in. You need VAG-COM if you car has the immobilizer insalled. It can also be used to monitor the remote matching process, and confirm the memory/remote operation. instrument cluster. If you don't its not a worry, and you don't need to concern yourself with it. I don't think it appeared in the US until the 99.5 models.
