Low Fuel Pump Voltage At Fuse Box

Car won't start. Turns over fine, but does not fire. Fuel pump was not running, so I ran power directly to the pump and it runs. Voltage at the fuse box for the fuel pump is 4.XX volts or less. Fuel pump relay tests good according to the service manual test procedure. Ideas Please.

Contacts in the fuel pump relay are likely, unless there is a bad connection between the battery and relay, or relay to fuse. Have you tried taking the plastic cover off the relay, and buffing the contacts, for example with an alcohol-soaked piece of business card? If that's not it, disconnect your battery and measure resistance between positive battery clamp and your fuel relay's terminal 30, should be nearly zero. If Ok, then check relay terminal 87 to the pump fuse. One of those paths is where the high resistance is.
