Default Low side A/C pressure on 98 A4: what is normal?

After evacuation and recharge high side is ~140, low side is ~25. Latter appears low for an R134 system, but I wonder what you all see.

FYI, After 5 years of near contiuous use and no service whatsoever, my A/C was getting weak. On a particularly hot day the performance just went completely craps, lukewarm air. I measured the low side, at 20 psi it was clearly low. Straightforward, I thought, it needs some R134.

But then I measured the pressure after the high and low side equalized, and it was 90 psi - just about right. ???

According to Bentley manual, if ac is working fine but suddenly stops working, while the high side is too high and the low side is too low, then there is moisture in the system and the restrictor is freezing up. Needs to evacuate, flush, replace restrictor and recharge.

Well, I did not want to go that far, so I only evacuated/recharged, and it did help the high side (was 170) but the tech says the 25 is too low. So I have to decide if I go for a restrictor replacement or just leave as is.

Thanks.
