I'm trying to reattach the lower radiator hose, but can't seem to get it in all the way. It stops about 1 mm short. Am I missing something?

you are pushing the hose in.. it is a teethed hose and hopefully by doing so you can have the teeth bite in.
It has to go in all the way, kindda hard i know.
Then either use the OEM clip retainer to tighten it, or use zip tie force-fitted into the retainer's groove. I use the zip tie. more strength i think in preventing wiggle.
If the hose is loose, the presure may 'eject' the hose out and you will loose coolant while driving.. bad~.
Idea:
after your force it in (somehow),
for a couple of days dont close your lower engine cover. Check whether there is leak/coolant coming out from this hose end. If none, then it is tight. If there is, than it means you have some tightening to be redone
Hope this helps

I took a blow drier and set it to its hottest setting and let it blow on the plastic part of the hose for about 5min. At this point it was REALLY hot to touch. I found that it expanded enough that I could finally push it over the tab thats stopping it from going on.
