my "cigarette lighter" in my car stopped working, it no longer puts out electricity. ideas?

the element may be shot
i checked everything on mine and finally brought it to the stealership for a look-see since it was under AA. they replaced the unit and no probs since. it was broken before i bought the car used from them this summer. the manager also mentioned something about making sure the device(cell, radar,etc) is not "on" first before plugging the adapter into the cig.(never heard that one before)

i have my radar detector plugged in all the time...
and every now and again, it will just restart and go through the startup sequence. pisses me off. would the fuse be giving an intermittent power signal? i've checked the fuse in the adapter and changed it. any ideas?
