I'm in the market for a 2000 1.8 with quattro. Xenon's are the only option I'm interested in and I have been told it will take 3-3.5 months to get the car and color I want. First, is this normal in other areas? Second, should I still be paying the $400 the dealer wants for prep? Third, what is a fair price? I'd like to pay 3-4% over invoice. Also, should ordering make a difference in regards to price, for example should it be more or less than taking a 2000 off the lot?

Not sure about the xenons, but you definitely should not have to pay a prep fee. That's all part of the dealer profit. Unless they give you 1k over invoice I would find a new dealer.
You may be able to negotiate a better price on a car on the lot, though it may be difficult this early in MY2000. It will definitely be difficult to negotiate 3-4% over invoice. I paid about 5% over on a 99.5.

3 - 4 months is typical. I negotiated down the dealer prep. fee from $250 to $100. Expect to pay around 5% to 6% for the new '00. I paid 6% over invoice and was perfectly fine with it.
Why lose a car and a good dealer for $200? You won't even notice that once you drive it off the lot!
