Need expert turbo diagnostic advice... Wastegate actualtor rod movable, but not moving as engine is

1998.5 1.8T 115k miles.
The car is lacking it's normal power. So, my question is:
When the car is in nuetral and the throttle is revved from idle to 2500-3500rpms, should the wastegate actuator rod move in and out? As I rev the engine, the rod is not moving. I thought I recall seeing it move in the past.
I'm trying to diagnose this as a turbo, wastegate or N75 valve issue. My fear is that the wastegate valve has become detached (replace turbo/wastegate.)
