Need opinions on lifters - trying to fix a tapping sound from the driver's side head

I disassembled the head, except I can't get the belt pulley off. I tried using a puller without success, it just won't budge.

Anyways, here's the view of the intake lifters

You can see the middle valve has a worn ring around the middle of the valve travel, looks to me like the cam was making contact with it later then normal, another words this lifter was not all the way up to the cam lobe.
Inside this lifter there is a small indention in the inner cylinder wall. I'm not sure if this is the problem, however none of the other lifters have any such damage

So what do you guys think? Is this definately my problem? Should I replace just this one or all of them? Is it worth fighting with the pulley to get to the exhaust lifters? I checked the exhaust lifters and they all looked ok to me.

Get that puller off of there. Thread your cam bolt back in... all the way, snug it up without the kermet eye washer. Bonk the end of the bolt with a hammer, give it a couple of good whacks and your cam gear will pop off.

the cam is still in the grooves in the head, so it can't move backwards. I can't pull it up because of the shield and I can't remove the shield because the pulley is in the way.

Trust me, it will work. Short of that, you could buy the the factory Kukko puller...
