All production cars are designed to understeer at the limit because it's safer. Better to plow straight ahead in an emergency than to have the rear end break loose. Manufacturers have it right in that regard.
If you want your car to be more neutral at the limit - and you honestly have the high performance driving experience to handle it - a stiffer rear swaybar will decrease the understeer (and the safety margin it creates). A stiffer front bar alone will only make your car handle worse.
If you don't have autocross or track experience, leave it stock and spend the money on autocross or track days. Either one is a huge bargain, and will provide by far the most performance gain per dollar, not to mention more fun than you can stand.

stiffen the rear MUCH more than the front, as in 160% for the rear and 60% for the front in the kit I am looking at. I agree spending cash on auto-x's is nice... when they are easy to access near you. I happen to live in two areas (school/summer) that do not offer much in the way of tracks or auto-x's, so I do not have that iption. I don't even plan on tracking the A4, I have a miata for that. But, personally i feel the money I spend on my car, even to increase its limits above what I can do on the street, is money well spent because it makes the car feel that much better on the street, and in those times when I am off the publics roads and driving it hard. I have spent money on driver's schools and track days, but that is a rarity due to it being difficult to access.
