there is NO bias, all 4 corners get the same pressure.. Bias implies that one gets more than the other, which is not the case...
But it IS ABS acting to prevent a lockup.. It says so itself! It's not pulsing the pedal like in a full on ABS stop, but it's still pulsing the pressure to the rear calipers.. it can't just modulate and hold pressure changes, all it can do is close over the orifice to the rear lines or whatever it does..
I'd still have a fully mechanical system.

it does modulate and hold pressures. there IS a bias when you start the car with a working ABS system.
The proportioning DOES exist, as stated in all the 5.3 literature.
The fail safe is de-energized solenoid coils which defaults to even brake bias.

reason? Quattro will get you moving with NO problem. Then, you need to somehow turn and stop, which truth be told, all season tires are pretty bad at in all but the lightest snow.
Can you get by with all seasons in a storm or two? Sure. But in my experience, all season tires are a little scary in snow...

They wore out too fast for the way I drive, and I really didn't notice a benefit to my old Blizzak MZ-01s vs the Fuzion HRi all seasons I'm running this winter. Of course, we haven't had too much snow this year or last year for that matter, and the snow seen thus far was handled just fine by the all season tires.
If I lived where it snows all the time, I can see the investment. But I don't, so I won't.

It certainly was way more fun to drive then...having the rear lock up is not my idea of fun.
