Supercharging means putting air into the engine at above-ambient pressure. If you could put a huge scoop on the front of a 2.8 and end up with +1psi manifold pressure while cruising, that would technically be a form of supercharging.
Colloquially, "supercharging" means the compressor is belt-driven while "turbocharging" means the compressor is driven by exhaust gases passing through a <i>turb</i>ine.
