Overboosting problem

Just recently got my A4 running after sitting for a year for an engine swap (AWM Passat). Car starts and runs well but it continually overboosts. Did a data log with my Ross Tech and it showed actual boost at a pretty constant 3 psi over specified when just driving and not getting on it. When flooring it the highest was a specified of 23.6 (1630 mbar) with an actual of 33.6 (2320 mbar). When accelerating the car will start boosting and then stop (assuming it's going into soft limp mode until boost drops back down). I'm not sure if the car was chipped (bought it not running with 3 melted pistons) at some point or not and would need info on where to look and what to look for to determine if it is.

Same thing happened to me, and it ended up being the hose coming off the turbo which activated the wastegate- no pressure to activate it, so it severely overboosted...(wasn't even that big of a hole in the hose, and only got a code for max boost pressure exceeded limit) lots of heat and pressure, hoses get weak- i've seen this happen a couple times. If the hoses are fine, make sure the wastegate isn't seized
