are you certain you have the right shocks/springs?
When I installed mine the springs were still under plenty of compression when the compressors were taken off.
Dumb question: did you put the stock spring seats back in place?

I moved the spring perch down towards the bottom of the shock... I guess I was unconsciously trying to keep my 4x4 look

make sure you keep the spring ends tight against the lower perches contact point, and also at the rubber stop on the upper perch. You don't want the ends of the spring not touching its stop...
You will be able to "twist" the shock's lower mount with a screwdriver when getting them installed to set that 15degree setting.

more importantly, are they really Audi A4 Sport springs, or something shorter?
If they are REALLY short springs, it's possible that they may be a little loose till you lower the car onto them.
