Peeling dash...what's an A4 owner to do?

I took my certified '97 1.8T to my dealer to have a few items repaired (new ecu, 2nd replacement of lower-control arms) and pointed out that my dash started to peel on the drivers side. While the other items were covered under Audi's certified pre-owned warranty, the dealer said the dash is NOT covered. The cost of repair was estimated at $900 (mostly labor).
Any recommendations/ideas on how to remedy this problem so the peeling doesn't worsen? Any ideas are appreciated from those who have experienced the same thing.

I bought my '96 A4 used from an Audi dealership in Ontario. 3 days after owning the car, I finally noticed the peeling dash on the drivers side right at the windshield. They had to remove the entire dash, glue it down (the vinyl separates from the plastic base) and put it all back together. They did it for free, under the 3 month used car warranty. Car is out of warranty now, and the passenger side is now peeling. I'm very pleased about this... not.

I feels irregularly shaped. I wonder if the foam pour underneath was incomplete.

Right now the peeling doesn't bother me too much, but if I do decide to repair it I'll definitely look into doing it that way.

I found some black rubber tubing and wedged it in between the peeling dash and the A pillars to keep the side edges from lifting up. The windshield edge was left alone as it's not really noticeable.

Most common in 96s, including mine, which fortunately was replaced just before original warranty expired. My memory was that parts/labor would have been more like $1600.
BTW, a previous effort to glue it back down failed and when they removed the bad dash, it appeared to have additional defects that had not yet "surfaced". Might be worth an appeal to the notoriously unhelpful AoA folks on the basis that it is a "known" problem (which they will deny).
