Jamb a screwdriver between the pad and rotor and depress the pad.

Default Caliper isn't attached to the rotor.

Caliper is attached to the carrier, carrier is attached to the hub assembly. Pads are wedged inside the carrier, and sometimes stuck to the rotors (with light rust as Mark mentioned).

So what's the problem? You remove the caliper bolts, and the caliper doesn't budge? Are you sure you removed the caliper bolts, and not the carrier bolts? Have you tried tapping it with a hammer to break up any corrosion that might be holding it in place?
