Possible cheap heated mirror fix
I found this over at VW Vortex. Some guy replaced his Passat heated mirrors with blue Jetta mirrors (just like our beloved A4). The part numbers are below.
(1J1-857-521-D @ $37.96 and 1J1-857-522-J @ $25.50)
From what I understand, this is much cheaper than Audi. BTW, I took a mirror from my wife's Passat and tried it on my A4. Heated up just fine.

i have a 99.5 with the winter package and mine are heated. (m)
it might be standard now. you should notice it by the time you leave your driveway (with fogged mirrors).

here's the standard exterior options, it says "Defog" option
Exterior
Protective side moldings, painted in body color
Flush door handles, painted in body color
Black trim around side windows
Power outside mirrors with defog feature, painted in body color
Heated windshield washer nozzles
Aerodynamic halogen headlights with clear polycarbonate covers
Fog lights-2 front, 1 rear
High pressure retractable headlight washers
Side indicator lights in front fenders
