Default is it possible my turbo is failing?

lil info:
2001 1.8t
45k miles
apr chip @ 3k miles

Reasons for suspicion:
Wont boost past 9psi, or even hold 9psi (both stock and chipped mode)
Will immediately drop to 5psi when it hits 9.
Thought it was BPV, changed it, problem continues.

gonna change the n75 valve as well for my last attempt to fix it....

is it possible though that it just might be turbo failing?
