Power steering fluid low, but no evidence of leak. Ideas?

Power steering fluid low, but no evidence of leak. Ideas?
I checked my wife's 98 Passat and the power steering fluid was below the level of the dipstick. I just changed oil and can't find any evidence of a leak. Any idea where the fluid might be going?
