POWER STEERING PUMP FAILURE

"Im trying to fix my powersteering pump, i guess it froze. The belt shredded into pieces, the car still works fine but the battery will die because the alt is not running.
Question number one:
how does one get the front bumper off. -- i removed four bolts two on either side of the frame and the clips on the side in the fender well and the thing doesnt want to budge.
Questsion number two:
once that is off. What is needed to do the power steering job. If someone has done this job in the lehigh valley eastern pa reigion please email me or im me boostmeizer@msn.com... Or boostmeizer on the aim.
Question number three: when i went to put in power steering fluid it did not get sucked down like the pump was working, rather it built up presseure and fluid squuirted out of the resevoir wit the enngine on -- guessing there was too much there.
Someone please help me, i live in allentown and my car has gone down because of power steering a belt and it seems easy...
But i dont know what to do lol... I just need all the info i can get one this one guys. Also where is the best place to get new parts , aa or advanced auto etc. Or get it through the net or junkyard. How often do the pumps fail?
