In reality, turbos are gonna get you WAY more power than an SC will pound for pound, not to mention gain/consumption. Superchargers take way more power to run than a turbo does (a turbo doesn't ROB any power from the engine unlike a supercharger) and the ultimate boost they can create is limited by engine revs.
A turbo will build boost essentially till it blows itself, blows the engine up, or both. =)

The main purpose of a twin turbo engine is to reduce/limit turbo lag. RS4 K04's are the most common upgrade on the APB engine, they are are not laggy at all.
For the most part, single turbo configurations make the most power. Those huge single turbo configurations will also produce the most lag... that's when people do nitrous and super chargers.
