nominally behind the stock unit. What it does is increase fuel pressure when boost (or air pressure) is sensed, as opposed to the stock unit (of an Audi) which senses only full vacuum and 0 vacuum to change the fuel pressure from ~3.5 bar to 4.0 bar. A rising rate is when you want to get even higher pressures, 5,6 to the limit that the fuel pump can supply. It is also adjustable.

to higher boost pressure (on a 1.8T) then a 5 bar is the way to go. FPRRR's are nominally used in aftermarket turbo, superchargers or race purposes. They are then coupled to high rate fuel pumps and higher performance fuel injectors. Oh yeah, better fuel lines too, and a fire extinguisher just in case
