question. how would you guys go about removing a DoD sticker?

An example but you should be able to pick one up at any home improvement store ..

I honestly don't have any idea how to even go about fixing it. Not sure if the bracket is mounted through the trunk's sheel metal or if I'm going to have to cut the heads off the messed up bolts or something horrible like that.
