Question on timing - 2.8L 30v

With the cylinder heads already off, I removed the cams to replace the timing tensioner gaskets as well as replace the timing tensioner "pads". When reinstalling the cams on each cylinder head I have lined up the timing marks on the cams and have 15-16 cam chain rollers between them. Everything looks good. However, my question is when I turn the cam gear over on the bench I have noticed that the intake cam sort of lags behind the exhuast cam when coming back around to the timing marks. Is this normal? Is it only because the cam chain tensioner is not functioning properly when off the car?

So for bank 1, I set the cams at 16 rollers, and bank 2 is now at about 14.5. I Turned them by hand on the bench and now all the timing marks align after making one complete revolution. Everything looks good. I installed the heads on the car and set up the timing belt with all the tools. I then rotated the crank by hand with the spark plugs out and the cam and crank marks line up great. Unfortunately I ran out of time so I haven't started it yet, but hopefully it goes smooth. The book is definately wrong. lol Thanks again.
