Questions about melting/reshaping wheel liner to stop rubbing

My wheels are rubbing pretty bad on the fender (especially on the driver's side). I had the fenders rolled which made it much better but it still rubs on hard right turns and big bumps.
I am hoping it's only rubbing on the wheel liner now. I want to try to push the wheel liner away from the tire. Is this the correct procedure:
Jack up car and remove wheel
Use heat gun to make the liner soft
Push it against the fender
Try to get it under the fender lip
Is there anything I need to be careful of? Is there any way I might damage anything (fender etc)?
