Radiator fan constantly on...
I noticed that my main radiator fan turns on immediately after starting a cold engine (with AC off). Is it normal? If not - any suggestions how to diagnose the problem would be appreciated. 97 A4 TQM.

It should since it is meant to spin at low rpms
seeing thats when the car isn't moving to cause air flow thru the radiator.
The 2nd fan is the one that is off unless the AC is on or a high coolant temp is reached.
