Default reasons for engine not to have increased idle at startup

My engine, after TT install doesn't seem to idle at the increased RPM everytime I startup. Is this normal, and just noticing after install, or is there something I should look at.

Default It only does it at cold start, not all the time. If the coolant is below xx temps, it runs the fast

idle. if it'w warmer than xx, it runs the normal idle.

Default Its been single digits in CT the last week, car sits outside and when I start it in the morning,

it doesn't always run the high idle. Maybe I am just noticing it for the first time.

Can there be any problems, from not having the higher idle? Or is this for convience only (like warm up the heater faster).

Default normal when it's cold out...not sure what the tmp threshold is

if it happens when it's warm, could be a bad MAF.

I'll have to vag my MAF tonight. Are you going to the CT GTG tomorrow?

Default I meant to say if it's colder than some certain temp that I don't know

and it's a cold start, the car won't idle at the typical 1200 or so RPM. Also, I failed MAF will do this, but you would have a CEL if that were the case. If the weather is ok, then yes I'll be there tommorow and no I haven't washed my car.
