Default Is a relay necessary in a 99 A4 when installing HID with the stock valeo ballasts?

I just bought a kit off AZ and am still waiting to get my ecodes, but i'm trying to think of everything i need now. I would assume that the A4 wiring is able to handle HID since it was an option in these cars and i havent heard of anyone using a relay. What are your opinions on this? Also, what is the life expectancy of the valeo ballasts?

Nope, not at all. Ballasts should last 5-10 years, under normal conditions.
