Then disregard everything about the ICV.
In the 30V engine, there is a little stepper motor attached to the throttle plate. The motor is controlled by the ECU to allow for idle air control. That motor is pretty fragile, so be careful when you're cleaning the TB, or you'll be buying yourself a new TB.

Ok, did the job. Also put up a walk through for anyone who might need it. It didn't solve my ...
