Pull hard!
The bumper is attached by 2 bolts in the front going up in each side grille to the bumper shocks...

and is held in place by the clips which snap onto the bracket on each side.

Note the 3 clips on the bracket. The bumper slides onto these from the rear of the car to the front. So to remove the bumper you are supposed to remove the shock bolts and then push the bumper toward the back of the car at the same time pulling the sides out away from the car. This is a major pita! It is very difficult to push the bumper back enough to clear the clips on the bracket. What most people, including yours truly, end up doing is pulling the sides hard enough to pull the bumper off with the bracket.

If that happens to you don't panic. The brackets can be easily reattached. Just slide them off the bumper. They are held in place by 4 plastic screws and 4 square back nuts which snap into the holes shown below.

Whoa. What I'm attempting to get at is the horns. I want to replace them with air horns...
I believe pulling the bumper is necessary is it not. If not then I'd really rather not. From your pics, it seems like they are accessable by removing the wheel liners.

You shouldn't have to pull the bracket off....
I've done enough to know that is not the case. What you do need to do is grab the bumper push down on it and then pull out, you will clear the side clips then. It can be a PITA like he said. If you have to use a large object wrapped in masking tape as to not damage the paint if you need extra assistance in prying downwards
