Rim/tire question pls (yes I STFA): I am down to 2 choices

I'd like to upgrade my OEM 15 x 7" tires and get a set of performance summer tires/rims. I have narrowed it down to 2 choices, both with 225/45/17 tires:
+ The Ronal R-7 (which are on sale) are considered a decent cheap wheel (some consider them heavy and soft). I would go with 17 x 8" with an offset of 45 mm (same as stock). The offset calculator shows 13mm less clearance on the inside and 13mm extra extension. Would the decrease in interior clearance cause any problems? Cost is $1096 +S/H including Pirelli Pzero Nero tires.
+ The Hartmann B7 RS4 replica wheels. Haven't seen much opinion on these in the archives (except that people think they look cool). I would go with 17 x 7.5 with an offset of 42. This results in 3mm less clearance on the inside and 9mm extension on the outside - is this a better fit? Would the matching tire be 0.5" narrower than the Pirelli? Cost is $1276 +S/H including Falken 512 tires.
Thoughts on which would fit better or is it a wash given that the numbers are less than 13mm?
Is one a better rim (forgetting aesthetics)?
For a little bit more $$, I am considering upgrading to the Goodyear Eagle F1 GS-D3 tires. Is this worth it?

I'm doing 20k+ miles/year for work (in New England so I will be putting the OEMs back on for winter) and don't want to have to buy a new set every year.

It also depends on your driving style and how well you maintain the tires. You could get 20k out of most max performance tires.
