Default call the state highway admin.

If someone is doing construction they have to adhere to guilines, i.e. the manhole cover has to be less than 3 inches off the ground.

If it turns out that is was the contractors fault they'll pay for the damages

Default that sucks man. sorry to hear.

A truck carrying concrete slabs dropped a couple of slabs in front of me. Couldn't avoid them and drove over them.

It tore off the front bumper, the fuel line, all brake lines running on the left side, bent the side frame, tore off a hole in the exhaust, bent the suspension and control arms, ruptured the fuel tank, and dented the spare wheel well.
Driver didn't stop...

Repairs totaled $7600 in damage and 3 months in the shop, including pulling the engine to get remove/replace part of the subframe....

Got a new exhaust system put in place though.
