S4 Wheel Liner - what for?

OK so I'm a bit of a noob. What are the S4 Wheel Liners for? Tire clearance? Brake cooling?

better cooling for the stock intercooler.

negative air pressure created by the wheel draws more air through the stock intercooler

also useful on the passenger side to force more air into the intake, but not as straightforward to install.

In my case to move the air around the intake and lower the temps a few degrees
