Is it safe to bypass the N249 on an '01.5 CH with APR stage 3? what's the other one in this pic?

Is it safe to bypass the N249 on an '01.5 CH with APR stage 3? what's the other one in this pic?
Search gives me this for the following components:
N80 - evap canister purge valve
N112 - 2ndary air solenoid valve
J299 - 2ndary air pump relay
N75 - wastegate bypass regulator vavle
N205 - valve 1 for cam adj
V144 - leak detection pump
N249 - recirculating valve solenoid
N30-N33 - 1-4 fuel injectors
The lower one in the pic on the "F" is the N249, correct? what's the other one? what does it do? How do I bypass the N249? I'd like to see if this will help fix my issue, if it's safe on an '01.

and, is this how to bypass? what did you use to plug the line on the "F"?
